The Central Bank of Ireland’s (CBI) clarity on levels of Countercyclical Capital Buffers (CCyB) and confirmation that the Systemic Risk Buffer (SyRB) will not be proceeded with should be welcomed. However, the assessment for the CCyB leaves more questions than answers, particularly the range of Tier 1 it has assessed as appropriate. Irish banks are well capitalised (as demonstrated during 2020), and the CCyB reinstatement looks manageable, but uncertainty on baseline requirements remains unwelcome.
