Johnson’s proposals are not a genuine attempt to find a deal

Boris Johnson’s proposals for an EU/UK withdrawal agreement do not appear to be a genuine initiative, involving customs checks close to the Northern Ireland border and set to be dismissed out of hand by the Irish government. Instead, the proposals appear designed to provoke a stand-off in mid-October, so that the UK Parliament will force Johnson into an Article 50 extension, helping the Conservatives’ support ahead of a November election.
